cooperated with local mobile phone server,if user not inserting SIM card,user can only
call IP to IP without any fee,if user inserting SIM card,the  corresponding application
will get the data and resend to the internet server of mobile phone system,if the SIM
card is identified effective,user can call IP to phone,the calling fee is charged up by
mobile phone system and balanced on the SIM card accounts.Afterwards,VoIP server
will balance the fee with mobile phone server according the call history.
